There are a number of Visual C++ versions, and Win7 does not install them all. Does the error specify which one? It's a bit of mystery to me. Most (or all?) installed by games. Is the game on a disk or did you download from Steam? If it's on a disk you may be able to find the C++ installer on the disk and install it from there, but it should have installed it with the game. If is from Steam you may get better suggestions from the Steam forums, try them even if you have the disk. I assume you are talking about patches. The few online games I've played have had to be patched to the most recent version available, as everyone on a particular server has to have the same version.
If you are playing on a private server then maybe they require an older version to play. Why I don't know, it's up to the people who run the server. I have Counter Strike Source, but don't know which version.
